James Bilder. Candidate for
Center Township Board

James Bilder is formerly a member of the  Adjunct Business Faculty at Moraine Valley Community College 2001-2020 where he taught business courses at night for 19 years at the community college in Palos Hills, IL. In 2019, he was nominated for Adjunct Professor of the Year.

He also served as a member of the Board of Directors for PACE (suburban bus authority for metro Chicago area) between 1995-2002. He represented  the SW Suburban area (20 municipalities), as an appointed position. After his retirement, James chose to relocate and plant his roots in Valparaiso in August of 2020.

James became involved with the Pepper Creek HOA, to which during his tenure he helped to establish a very successful library in the community clubhouse. In addition, he set up a 30 year plan, obtained the subdivision’s first ever community grant from the City of Valparaiso, and continues to work closely with city officials to solve low pond level problems within the neighborhoods.

James was the Village President (Mayor) of Worth, IL from 1993-2001 and served during 1982-1993 as the elected Trustee on the Worth Library Board. He spent his last 4 years as board president. His project involvement included the rehabilitation of the library, expansion of its inventory as well as increasing children’s reading programs. While serving his community, James successfully leased 230 acres of county property to build a municipal golf course. The property had been an eyesore and  the subject of indecisiveness for 80 years while having no previous mayor ever successfully develop it despite their earnest efforts.
In addition, James:
  • Served on the Worth Planning & Zoning Commission from 1983-1991.
  • Served on the Worth Economic Development Commission 1982-1983
  • Served as an Alternate Delegate from Illinois’ 4th Congressional District to 1980 GOP National Convention in Detroit.
Since he planted his roots in Valparaiso, he has been:
  • Elected to Courtyards of Pepper Creek HOA Board in May 2021.
  • Currently Serving a three year term on St Paul Church Council.
  • Inducted as a member of Valpo Kiwanis on June 22nd of 2022.

James brings a wealth of experience having achieved a variety of successes along the way of his public service including:
  • Received the Governor’s Hometown Awards; one for economic Development and another for beautification. Eight years of balanced budgets, secured a grant to have a new train station built for commuters, established police bicycle patrols for summer months in evenings.
  • Served 1985-1991 on Worth School Board (elected position).
  • Expanded and updated the Village (city) Hall, Police Station and Fire Department.
  • Established Youth in Gov’t Program.
  • Served as a Village Trustee (board member) from 1991-1993.
  • Successfully led a 3 person ticket to victory in mid-term elections of 1991. We were opponents of the incumbent mayor and his policies especially his desire to put over 1,500 apartment units on the 230 acres, mentioned above, owned by the county.

James is a distinguished author with several titles to his credit. He co-authored
“A Foot Soldier for Patton” with his now late father Michael C. Bilder, published by Casemate in 2008 with its first release in hardcover. In 2016, James gave his presentation of the book on the national PBS television show, “Pritzker Military Presents.”
